The public conversation about orbital debris is framed around catastrophe: a collision cascade that renders low orbit unusable. The operational reality that satellite operators deal with daily is duller and more expensive. They are drowning in conjunction warnings, nearly all of which resolve to nothing.

The numbers behind the noise

A large constellation operator receives thousands of conjunction alerts a week. The overwhelming majority describe encounters with miss distances that never required action. Each still has to be assessed, because the alert does not arrive with its uncertainty resolved.

That assessment is the cost. It consumes analyst hours, it drives propellant use on the manoeuvres that are executed, and it takes instruments off-target during the manoeuvre and the settling period afterwards.

Why the uncertainty is the problem

Conjunction screening depends on knowing where two objects will be, and the position uncertainty on a piece of uncatalogued debris can be larger than the miss distance being evaluated. Operators are therefore manoeuvring against uncertainty rather than against a known threat.

Better tracking narrows the uncertainty and reduces the number of unnecessary manoeuvres. This is the strongest practical argument for investment in space situational awareness, and it is an economic argument rather than a safety one — which is probably why it has been slower to attract funding than the catastrophe framing.

Coordination between operators

The other half of the answer is direct operator-to-operator coordination. Where two commercial constellations have automated data sharing, manoeuvre decisions are made in minutes and both sides know who is moving.

Where they have not, coordination happens by email, and the failure mode is both operators manoeuvring simultaneously in ways that make the encounter worse. This has happened. It will keep happening until sharing is normal rather than negotiated.

The regulatory gap

No binding framework requires an operator to share ephemeris data, respond to a coordination request within a set time, or accept a right-of-way convention. Several voluntary schemes exist and the serious operators participate.

The gap is the operators who do not — and, increasingly, the ones whose satellites cannot manoeuvre at all, which converts them from participants in the traffic system into fixed obstacles within it.
