Orbital launch attempts have roughly doubled over three years, and the industry has spent most of that period congratulating itself on hardware. Reusable first stages come back, get inspected and fly again in weeks rather than months. The pads themselves are no longer the limiting factor.

The limiting factor is now people.

Where the hours actually go

A launch campaign consumes specialist labour in a small number of categories: propellant loading, range safety coordination, payload integration and the inspection chain that signs a vehicle off to fly. None of these scale by adding capital. All of them require certification paths measured in years.

Operators running high cadence report the same pattern. The technical turnaround is achievable; the rostering is not. Crews working consecutive campaigns hit duty limits that were written for a handful of launches a year, and the pool of people qualified to relieve them is small.

The certification bottleneck

Training a propellant loading technician to independent sign-off takes between eighteen months and three years depending on the vehicle. That is not regulatory obstruction — it is the time required to see enough anomalies to recognise them.

Several operators have started running parallel qualification tracks, pairing trainees with senior staff across more campaigns than the old model allowed. It works, and it consumes senior staff time, which is the resource already in shortest supply.

What happens if nothing changes

Three consequences follow, in order of likelihood.

  • Cadence plateaus somewhere below the hardware's capability, and the gap between advertised and achieved flight rates widens.
  • Anomaly rates rise on campaigns run by the least experienced crews, which is where the safety argument becomes concrete rather than theoretical.
  • Wage competition intensifies between operators for the same few hundred qualified people, raising the cost per launch even as vehicle costs fall.

The third is already visible. Compensation for experienced pad crew has risen sharply, and movement between operators is now common enough that several have introduced retention agreements — a practice the sector did not need five years ago.
