Every controlled reentry requires a block of airspace and ocean to be cleared along the predicted debris footprint. As the number of deorbits has grown, those closures have stopped being exceptional events and started being a scheduled cost borne by airlines and air navigation service providers.
How a closure happens
The operator predicts a footprint, the civil aviation authority issues a temporary reservation, and traffic reroutes around it. The reservation is generous because the prediction carries real uncertainty, particularly in the along-track direction where small differences in atmospheric density move the impact point by hundreds of kilometres.
For a single event this is unremarkable. Repeated weekly across several corridors, it adds fuel burn, delay and crew duty complications to routes that were already constrained.
The coordination gap
Space operators plan on their own schedules. Air navigation providers plan on theirs. There is no forum where the two sets of plans are reconciled in advance, so coordination happens close to the event, which is exactly when rerouting is most expensive.
Air traffic planners describe the frustration plainly: the reentry was known about for weeks and reached them as a notice days ahead.
What better looks like
Three changes would remove most of the friction, and none requires new technology.
- Publish planned reentry windows early, even with wide uncertainty, so that airspace planners can hold provisional space rather than react.
- Narrow the footprint as the window approaches, releasing airspace progressively instead of holding the worst case until the event.
- Standardise the notification path, so an operator's obligation is to one process rather than to whichever authority happens to own the ocean below.
The third is the difficult one, because it requires agreement between regulators who currently have no reason to coordinate with each other.
Why it will get worse first
Deorbit obligations are tightening. Constellation operators are increasingly required to remove satellites promptly at end of life, which is the right policy and which mechanically increases the number of controlled reentries.
The airspace consequence of that policy has not been costed anywhere, and the organisations paying it are not the ones that set it.
